It wasn't the kind of event that demanded police to control the crowd. I only saw three cops --all from the local sheriff 's department. One was directing traffic; the fair was set up along both sides of a highway, so there were lots of people crossing the road --all the time. The other two were on horseback. This deputy is departing the scene after talking to a small crowd that had gathered to see the horses.
