@Daryl: Good question.

@sherri: It might not have been killed by whoever tied it to the fence --it may have been road kill. I don't know which possiblity is more weird. I think it would be more accurate to say that serial killers begin by torturing and killing animals. I don't think any serial killers started out by just being hunters; I think there is some additional dynamic of cruelty and power involved.

In this case, I actually don't suspect "cruelty." I am inclined to think it was tied to the fence after being killed or found dead (perhaps as road kill). I doubt it could have been tied to the fence alive unless it was somehow disabled --still alive, for instance, after being shot or hit by a car. If it was tied to the fence still alive, then it is very disturbing and sick --and as Sherri suggests, those involved are likely sick and dangerous animals themselves.
